Wako has an active imagination. Casual remarks can get her to start with over-the-top daydreams. Sometimes they're really fanservicey. Sometimes they're just odd.
Where the skill part of this comes in is that any girl around Wako can see her fantasies and comment on them. Dudes are apparently ineligible.
